Newark Campus Parking
Parking - General
All students and personnel at the Ohio State University at Newark and the
Central Ohio Technical College are subject to the traffic and parking
regulations of the Newark Campus. In addition, standard traffic
regulations and definitions, as enacted in the motor vehicle laws of the
State of Ohio, will be enforced on campus property at all times. The
posted speed limit is 10 mph in all parking lots and 20 mph on University
Drive that encircles the campus. Designated parking areas have been posted
and are reserved for holders of Faculty/Staff permits, disabled permits
and State vehicles. Students and visitors may park in any unrestricted
parking space on campus - white-lined areas. Student, visitors, and
employees without Faculty/Staff permits must have a white line on both
sides of the vehicle. Parking regulations are in effect and enforced 24
hours a day. The responsibility for finding a legal parking space rests
with the motor vehicle operator regardless of weather or crowded
conditions.
The Newark Campus reserves the right to remove, or have removed and impounded,
any vehicle that is parked in such a manner as to constitute a hazard
or parking violation. Owners of such vehicles will be required to pay
all costs involved. The campus cannot assume responsibility for the care
or protection of any vehicle or its contents at any time it is operated
or parked on campus property. Owners should ensure that unattended vehicles
are locked at all times.

Vehicle
Registration
All faculty,
staff and students will be issued one
(1) General
parking permits (hanger-style) free of charge. Faculty/Staff hanging permits
may be purchased by full-time and part-time faculty/staff at the Fees
and Deposits Office, Hopewell 136. Vehicles displaying A-Faculty or B-Staff
permits may be parked on any Ohio State University campus in compliance
with existing rules and regulations. COTC Faculty/Staff permits ARE NOT
honored on any other Ohio State campus. Failure to park legally is a violation
of Newark Campus regulations, as well as, the statutes of the State of
Ohio. Violators are subject to citation and a fine not to exceed $55 per
violation.
Matters pertaining to Newark Campus vehicle regulations are the responsibility
of the Public Safety Department, Hopewell 122. The office is open
7:30 a.m. to 11:00 p.m. Monday through Friday to obtain parking permits
or information.

Student
Parking Permits
The Newark
Campus of OSUN/COTC issues a numbered rear-view mirror hanger-style permit
that can easily be transferred from one car to another. The issuance of
parking permits enables the Public Safety Office to contact students
about their automobiles on campus property.
Regulations:
1. Parking registration is mandatory.
2. First permit is free of charge.
3. Only one (1) permit per student.
4. Proof of registration in OSUN or
COTC or paid fees receipt is required to obtain a permit.
5. Permit must be hung with the numbered side facing the windshield.
6. Report lost or stolen permits to the Public Safety Department in
Hopewell Hall 122.
7. Replacement for student permits cost $5.00.
8. Issue of a second permit will automatically void any previously issued
permits.
9. Voided permits are considered lost or stolen.
10. Any vehicle displaying a lost or stolen permit will be subject to
tickets, fines and/or impound (without notice), at the student or owner's
expense.
11. Permits may not be loaned to another individual. The student or owner
of a vehicle will be responsible for payment of all costs related to a
traffic violation.
12. The student
or owner of the vehicle will be responsible for paying all costs related
to any violation that occurred prior to reporting a lost or stolen permit.
13. Return
damaged permits to the Public Safety Office for a free replacement.
14. Accumulation
of 3 or more unpaid citations or one unpaid citation of $50 or more will result in records and future registration
being frozen. Any further violation will result in the auto being towed
and/or immobilized,
without notice at the owner's expense. All existing violations
must be paid in full before the vehicle is released.
15. Permits do not expire. They are valid as long as you attend classes here at the Newark
campus.
REMEMBER: To avoid parking violations and fines, you must have
a parking permit properly displayed on your rear-view mirror.

Faculty and Staff Parking
YELLOW-painted
lines denote Faculty/Staff and disabled parking areas. Faculty and Staff
must pay to park in the YELLOW-LINED areas. The fees for Faculty/Staff
areas for the 2004-05 academic year are:

Only full-time
OSUN Faculty/Staff and cost-shared employees may purchase A and B permits.
Anyone
who loses, or has stolen, an "A" or "B" permit, must complete an affidavit
to Main Campus Traffic & Parking. Purchase of a replacement "A" or
"B" permit must be completed through Traffic & Parking, Bevis Hall,
west campus, room 160.
COTC Faculty/Staff
- $25.00 per year
Part-time
faculty/staff permits
$8.00 per
quarter or $25.00 per year
General (student)
parking permits (hanger-style) are issued free of charge to all faculty
and staff NOT wanting to pay for the faculty/staff areas. They are valid
for WHITE-LINED AREAS ONLY. If a faculty or staff member is using a non-registered
vehicle temporarily (in place of a registered vehicle), it must be parked
in the general parking area or a temporary permit may be obtained at no
charge.
Temporary staff {2 days a week or less) will
be issued temporary passes at no charge.
Disabled
permits - FREE (For qualified individuals)
Part-time
faculty/staff may purchase temporary permits only.
Remember to remove expired decals and hanging permits from your windshields
and rear view mirrors.

Detailed Campus Map There
are a limited number of VISITOR ONLY (VVVVV)
parking spots just west of the
disabled parking area closest to Hopewell North and on the south side of
the Reese Center near the main entrance. If these spots are
filled, members of the general public may also park in the general parking areas (WHITE-LINED AREAS)
unless special arrangements have been made, in advance, through the Public
Safety Office. OSU or COTC students may not park in yellow-lined
area at any time.

REESE CENTER PARKING
Students
that park in the Reese Center lot must check the signs at this
parking lot entrance daily. When
major events are scheduled in this building, the parking lot will be
designated “Conference Parking ONLY.”
Signs
(<---- like this one) will be posted. Students
are not permitted to park in this lot when the signs are posted. Violators will be cited and towed, without notice, at owner’s
expense.
Public Safety also provides motorist assistance to students, staff and
visitors. If you need
assistance with a dead battery or keys locked in the car, stop by Hopewell
Hall, room 122, or call us at extension 237. If we are out of the office
when you call, use the phone on the wall next to our door and call
extension 237 or 300. If calling from a cell phone, call
740-366-9237. Assistance is provided on campus property only.
Newark Residence Hall
Parking in the front and rear lots adjacent to the residence hall is restricted to residents
only with valid residence hall permits. Visitors to the apartments must park
in the northern Adena lot adjacent to the apartment lots. Apartment residents
are responsible for reminding their visitors of parking rules.
Anyone parked in the residence hall lot without a permit is subject to towing
without notice.

Motorcycles &
Bicycles
Motorcycles and bicycles do not require parking permits.
Motorcyclists may park in a normal parking space or the yellow-lined
corner areas, designated "Motorcycle Parking," of the Hopewell
South lot. Please do not park motorcycles
on or near loading docks or any other yellow-lined safety areas.
Bicycle
racks are located on the sidewalk between Hopewell and Founders Halls and near the lobby
entrance of LeFevre Hall and the patio of Adena Hall.
When securing your bicycle, use U or O-shaped locks.
They seem to work best in deterring bicycle theft.
When parking, lock both rims and the frame to a bike rack to make
the bike more secure. Use these bike racks and fencing.
DO NOT
secure bikes to trees,
railings, or outside furniture.
Keep walks and stairways unobstructed.
Bringing bicycles into any facility or riding a bike on the
amphitheater steps are violations of campus policy.
The
Newark Campus prohibits riding bicycles on sidewalks even when a short cut
across the campus is desired. Please keep bikes on the
bike path and yield to all pedestrians.

Violation List
Drivers not complying with the traffic and parking regulations are subject
to assessment of fines payable in person or by mail to the Fees &
Deposits Office within five days after being cited. Any appeal must be
submitted in writing within the same five days. Appeal forms may be obtained
from the Fees & Deposits Office or the Public Safety Office
in Hopewell Hall. The following is a list of violations of Newark Campus

OVERNIGHT
PARKING in the Adena north parking lot IS
permitted.
However, overnight parking in any other campus lot and parking at
loading docks is prohibited and strictly enforced.
Exceptions may be made in cases of vehicle breakdowns or other
extenuating circumstances.
In these cases, the Public Safety Department must be notified.
If notification is not received, the vehicle will be ticketed and
may be towed and/or immobilized at the owner’s expense.

Q. Is the campus patrolled 24 hours?
Yes. Campus security provides patrols and service 24 hours a day, 365
days a year. University community members are encouraged to call anytime.
Q. Who do I call if I lock my keys in my car or my car won't start?
If
you need assistance with a dead battery or keys locked in the car, stop
by Hopewell Hall, room 122, or call us at extension 237.
Q. Who should I call for sudden serious illness or help for an injured
person?
Call the Campus Emergency Line (300) for sudden serious illnesses
or help for an injured person. You should stay on the telephone until
the dispatcher obtains all needed information and instructs you to hang
up.
Q. What should I do in the event of a fire?
Report the fire immediately by calling campus extension 300 or 911
from a pay phone. Whenever a fire alarm sounds, day or night,
evacuate the office or classroom and building immediately. Fire safety is everyone's concern. Each building is organized with
fire protection in mind - so familiarize yourself with fire exits, extinguishers,
pull stations and panic panels.
Q. Do I have to register my automobile to park on campus?
Yes. All students and faculty are required to register their automobiles. Parking
permits are available through Fees & Deposits or Public Safety.
Student permits are free. Lost or stolen permits must be reported to Public Safety
and are then rendered invalid. Replacement permits are $5.00
Q. How long is the student-parking permit valid?
Indefinitely. Permits do not expire. Permits are valid
as long as you attend the Newark Campus. Replacement permits are
$5.00
Q. Who do I call for emergency assistance if I live off-campus?
Call
Newark City police for police service when off campus. However, if service
is needed while on campus, call Campus Security x237
Q. How safe is the Newark Campus?
While no campus can guarantee the
complete safety of its community, we play a major role together to provide
the safest possible environment. Your role is to take responsibility for
your own safety and security by making safety-conscious decisions.

Q. How do I protect my personal property?
There are several services
available to aid in theft prevention. We encourage you to see us about
these programs. Often, the best protection you can provide is not leaving
valuables unattended, and to secure them when they are not in use.
Q. Are weapons allowed on campus?
No. The campus prohibits weapons
of any kind on campus. To do so is a violation of the
Student
Code of Conduct.
Q. How much theft occurs on campus?
Crimes of opportunity are the most common crimes committed on
campuses across the nation. These crimes involve the theft of property
left unattended. As our campus grows so does the potential for
crime. However There were only 8 thefts reported in 2003 and another
8 thefts reported in 2003.

Q. What precautions should I take regarding my bicycle?
Bicycles are
a popular mode of transportation on campus. We recommend you secure your
bike with a U-bolt one-piece locking mechanism. Lock your bike to a bike
rack, not a handicap ramp, tree, furniture or signpost.
